Oh, that doesn't look stitched at all.
More like it's hastily tacked or taped in place.
I'm assuming it was properly done, then raised an inch at the last minute by whatever means were handy.
Unless it was meant to look like that, in which case I would have matched it with puckered hems on the sleeves.
